You cant say that. you should say ( whats the difference between these two sentences) ما هو الفرق بين هذه الجملتين ؟

Now about your question

(1- They stopped talking to each other .
2- they stopped to talking to each other . )

does the second sentence has double (oo), i mean is it too or just to ....

If its to .. then the sentence 2 is wrong, because anyword comes after to it has to be a simple present word

اذا كانت to .. فان الجملة الثانية خطا, لان اي فعل ياتي من بعد to يجب ان يكون من التصريف الاول اي فعل مجرد طبعا هذه للافعال فقط .. <<< انتبه للافعال >>>
امثلة:
To walk, to talk, to study, to watch, to run هكذا جميع الافعال في اي زمان كانت الجملة, دائما وابدا اي فعل ياتي بعد to يجب ان يكون فعل مجرد ....

والجملة الاولى هي الصحيحة, والثانية قواعديا خطا ...

اما اذا كانت too فموقعها غلط وتكون الجملة كالتالي:
They stopped talking to each other too.

ملحوظة: (1- They stopped talking to each other .
هذه جملة ماضي مستمر اي past progressive or past continues
للاضافة فقط في حال لم تكون تعلمي بها.
*بينما الجملة الثانية لا تدل على شيء
